They can be beneficial or they can be an eyesore, but the drainage ponds, such as the one near the old Saipan neighborhood in south central El Paso, have made a difference in preventing floods and attracting visitors.
"You come by on Saturdays and Sundays and there's literally a hundred cars lining the street here and hundreds of kids out there playing soccer and football," said local businessman Tracy McIntyre.
McIntyre owns a business in the area and has liked how many people the mixed-use pond has attracted; he plans on building an apartment complex across the street.
"The park's increased the value in the area and it's brought some new ideas to the area," said McIntyre.
El Paso City Council approved the use of $15 million in bonds, Tuesday, to build or upgrade more drainage ponds. But, what Rep. Courtney Niland doesn't want are ponds that serve only one use.
"I'd like to see it invested in shrubbery, grass spaces, green spaces, trees places where we can actually use (them) for kids to play, said Niland.
El Paso Water Utilities acquired the old Saipan village after the heavy floods in 2006.
Approval of the new bond could mean that more places such as this could be built where children can play.
"It was kind of hard on some of the residents, but it's definitely brought property values in the area up," said McIntyre.
El Paso Water Utilities tells KFOX14 News they're going to work with City Council officials to make both sides happy.
"We're trying to work with the city to convert certain ponds in to dual-use parks and ponds," said EPWU Chief Financial Officer Marcela Navarrete.
McIntyre hopes the city water utility service board does the right thing instead of doing what's easiest.
"It's certainly much more useable, and beautiful," said McIntyre.
The race for US Representative District 16 Democratic seat is heating up as Beto O'Rourke leads Silvestre Reyes in unofficial voting results.
With 128 polls reporting, O'Rourke has 50.29 percent of the vote and Reyes trails behind with 44.49 percent.
County Commissioner Precinct 1
Bill Lenderman is running unopposed for the Republican seat.
For the Democrats, former police chief Carlos Leon takes the lead with 54.72 percent of the vote, Liza Montelongo has 29.69 percent and Jaime Romo has 15.58 percent.
County Commissioner Precinct 3
Fred Chavez is running unopposed for the Republican seat.
For the Democrats: Chente Quintanilla is in the lead with 36.22 percent of the vote, Vincent Perez has 27.59 percent, Dora Oaxaca has 22.44 percent and Rodolfo Loya has 13.76 percent.

Residents in El Paso County's Pricinct 3 have complained about having poor representation for years.
The last elected commissioner to hold the seat, Willie Gandara Jr., was arrested on federal drug trafficking charges.
Here are the candidates for the County Commissioner's Precinct 3 seat in the May, 29 primary election:
Rodolfo "Rudy" Loya, 48, is a small business owner and logistics consultant. Loya serves on the city's planning and zoning board. Loya said that an efficient management system to maintain county parks is his first priority.
Dora Oaxaca served as the senior assistant to Gandara. She said that she's been endorsed by various law enforcement agencies. Oaxaca is starting a marketing consulting firm for woman and Latinos.
Oaxaca listed an economic business plan and job creation as her priorities. She also wants to help create equality of infrastructure.
Vincent Perez was the former communications director for U.S. Rep. Silvestre Reyes. He wants to promote hard-working, effective, efficient and ethical government practices.
Inocente "Chente" Quintanilla has been a Texas state representative for District 75 since 2003.
Quintanilla was the assistant superintendent of the Socorro Independent School District, served on the El Paso Community College board and list economic infrastructure and development as his priority.
Fred Chavez is an uncontested Republican candidate.
Sitting in the interim seat is County Commissioner Tania Chozet. She spoke with KFOX14 News about what's important for the future of Precinct 3.
"I think the most important issue is economic development for one," Chozet said. "I think that it's really important for whoever steps into this seat to make sure that they are looking to bring some more development to the area and more jobs."
